Distribution and fairness

Some countries started emitting a significant amount of CO2  centuries ago; others only started relatively recently. The reason global annual emissions are now rising is because of the rapid growth of emerging economies, especially in Asia, the Middle East and in Central and South America. Almost all growth in emissions this century will come from developing countries[1].
