Rich countries have failed to decisively lead in addressing climate change, both in achieving significant emission cuts and providing adequate and predictable finance. Failure from the wealthiest nations to properly lead on this issue has created mistrust, enabling vested interest groups such as the fossil fuel industry to gain a foothold in some developing countries and thereby further embedding high-carbon development, rather than low-carbon alternatives.
